Sculptor Al Price developed the spiraling cage design after conducting a series of bridge-making workshops with 4th graders at Kyrene Monte Vista Elementary School. Throughout the design process, he worked closely with Erin Flinton of Al Price Studio, SVR, Inc. engineers and the Street Transportation Department to develop the cage, pier and railing designs. Stinger Welding, Inc., built the cage with box tubing and expanded metal mesh. The bridge was Price's first public art commission.​
