Coplin worked closely with historians from the Arizona Historical Society and Arizona State University, local and tribal representatives, City staff, the Mayor and Council, and representatives of numerous communities in researching and developing the figures and imagery for the painting.  The mural is located over the information desk at the southwest exit doors on the first floor of Phoenix City Hall.​
