This was a joint project between the Office of Arts and Culture and the Phoenix Sister Cities Commission.  The Sister Cities Commission raised additional funds to present smaller replicas of the work to each of Phoenix's 10 international Sister Cities. Mell mounted his sculpture atop a four-foot tall gray concrete pedestal. He finished the bronze surface with a silver nitrate patina. The work sits in the plaza outside the Phoenix City Council Chambers. ​
