***Update - 2018 Lobbyist Registration Database***

The City of Phoenix has developed a new, web-based lobbyist registration database to provide a more streamlined way to register and report expenditures and contributions as required by the Phoenix City Code.
The database is now live and available at https://lobbyist.phoenix.gov/
Before lobbyists can prepare calendar year 2018 registrations, which are due Jan. 16, 2018, they must set up a user account in the new system.  A new user guide is available to assist in creating and managing accounts, as well as using the system. This guide will be updated based on questions and feedback from users; please continue to visit this site for the most current version of this guide.
As a courtesy to users , staff provided hands-on technical assistance in user labs at Phoenix City Hall on Dec. 19 and 20 and Jan. 3, 9 and 11.  Additional time may be set aside time for future sessions should the need arise.
As a reminder, the new system is for 2018 calendar year registration and reporting only.  The 4th Quarter reports for calendar year 2017 that are due Jan. 16, 2018 must be submitted using the current forms provided below.  The 2017 forms can be submitted via email to lobbyist@phoenix.gov.

​​​​​The city of Phoenix Lobbying Ordinance requires certain individuals to register as a lobbyist. If you are meeting with a City Official (elected official, board or commission member, City Manager and executive staff, or department or function head) for the purpose of influencing action, you may need to register.  To determine if you are required to register as a lobbyist, you may review lobbyist regulations in the Phoenix City Code, Chapter 2, Article XXX. The full text of the code is available here.

The forms provided below are for calendar year 2017 only - 2018 registration and reporting will be conducted using the database discussed above.

Forms are available in fillable Adobe Acrobat format. Please complete the entire form, and attach an addendum if you need space to list additional lobbyists or clients on whose behalf lobbying is being performed. Completed forms may be emailed to: lobbyist@phoenix.gov.

Individual Registration and Quarterly Report Filing:
If lobbyists register as individuals, lobbyists must list their employees who lobby and these employees must also register separately.  Download one of the following if registering or filing quarterly reports individually.

Organization Registration and Quarterly Report Filing:
Download one of the following if your organization has several lobbyists and is registering or filing quarterly reports on behalf of your organization's lobbyists.
