Complaints and Appeals

​Participants of the program may have problems or complaints that need to be addressed and resolved by a supervisor. All participants are encouraged to call or put into writing any problems or issues related to receiving housing services from the Housing Department, such as customer service issues, rent payment not received, etc.

There are instances in which a participant has received a letter from the Housing Department stating that he or she is being terminated and the housing assistance is being stopped for a particular reason.  In this letter it will discuss the opportun​​​​​​ity to appeal the decision to terminate assistance. A form to request an informal hearing will be included with the letter.

Informal hearings are conducted by a contracted hearing officer who will provide an opportunity for the participant to voice his or her side of the story. The hearing officer will make a decision in writing to both the participant and the city of Phoenix Housing Department.​
