For the Section 8 Program, the participant must identify a unit in the city of Phoenix. In order to confirm that the unit will be eligible for the program, the water provider must be the city of Phoenix Water Department.
Since the city of Phoenix does not provide a listing of participating landlords and units, it is up to the tenant to find a unit to rent through all available resources.
