Organized Retail Crime

The​ Organized Retail Crimes Detail (ORCD) is part of the Technical Investigations Unit within the Property Crimes Bureau. Personnel of the Organized Retail Crimes Detail are responsible for the investigation of the following crimes (with an emphasis on serial or repeat offenders):

  • Commercial Burglary (Only those involving retail establishments, where a suspect enters the area designated for employees only, during normal business hours):  Usually involves a convenience store where a suspect goes behind the counter to remove merchandise (No threats, use of force, or weapons used).

  • Organized Retail Theft (ORT):  When a suspect removes merchandise from a retail establishment, during normal business hours, with the intent to resell or trade that merchandise. Or the suspect enters with and uses an artifice (i.e., backpack, duffel bag, plastic bag, etcetera​.) to help facilitate the removal of such merchandise.

  • Shoplifting: Removal of merchandise, on display, from retail establishments.​
