Housing Department Receives Grant to Transform Phoenix Neighborhood
In July 2018, the City of Phoenix was awarded a $30 million Choice Neighborhoods Grant from the U.S. Department of Housing and Urban Development (HUD). This grant, along with $190 million in leverage, is allowing the Housing Department to transform and revitalize the Edison-Eastlake community.
Located approximately one mile east of downtown, Edison-Eastlake contained the largest concentration of public housing in the State of Arizona and suffered decades of disinvestment, crime and blight. This grant aims to deconcentrate poverty by redeveloping with mixed-income housing and offering public housing residents choices in their new housing.
By the end of the six-year grant, Housing Department will have demolished 577 units of obsolete public housing and built back over 1,000 units of mixed-income, affordable and market rate housing.

Phase one of the Choice Neighborhoods redevelopment is Soluna. Soluna is currently under construction and will consist of 177 mixed-income, one- to five-bedroom units when completed.

In June 2016 the City of Phoenix was awarded a $1.5 million Choice Neighborhoods Planning and Action Grant from the U.S. Department of Housing and Urban Development (HUD) for the Edison-Eastlake Community. View the Project Summary.
The Choice Neighborhoods Initiative (CNI) is a grant from HUD to transform distressed neighborhoods and public housing into mixed-income neighborhoods linking housing improvements with appropriate services, schools, public assets, transportation, and access to jobs. Choice Neighborhoods is focused on three core goals:
HOUSING - Replace distressed public housing with high-quality mixed-income housing that is well-managed and responsive to the needs of the surrounding neighborhood.
PEOPLE - Improve educational outcomes and intergenerational mobility for youth with services and supports delivered directly to youth and their families.
NEIGHBORHOOD - Create the conditions necessary for public and private reinvestment in distressed neighborhoods to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families’ choices about their community.
