Efficiency Studies

As part of the budgetary process for the 2010-2011 budget, the Mayor and City Council authorized staff to hire consultants to conduct innovation and efficiency studies of all public safety related functions.

Four consultants were hired via a competitive process. The studies they conducted are provided below.

Fire Department

This study, conducted by Management Partners, Inc., focused on identifying the ways the Fire Department can enhance services by implementing innovative practices or utilizing staff or other resources more efficiently.

Justice System

This study, conducted by the National Center for State Courts (NCSC), focused on suggestions to improve the city's Prosecutor's Office, Public Defender's Office, Municipal Court and the Police Department functions related to the processing of cases/defendants for court.

Police Department

This study, conducted by Berkshire Advisors, Inc., focused on identifying operational and staffing efficiencies.

Black and Veatch conducted this study, which evaluated the department's efficiencies and processes, organizational structure and staffing, and budget and potential savings.
