City of Phoenix Appoints Cynthia Aguilar and Frank McCune as Deputy City Managers

Phoenix City Manager Ed Zuercher announced today the appointment of Cynthia Aguilar and Frank McCune as Deputy City Managers, filling the final open positions on the City’s executive leadership team.

"Cynthia and Frank bring decades of experience, proven leadership, and deep commitment to the City of Phoenix," said City Manager Ed Zuercher. "Their appointments strengthen our executive team and ensure we continue delivering exceptional service to the Mayor, City Council and our residents."

Cynthia Aguilar began her career with the City of Phoenix in 1999 as a Recreation Coordinator in the Parks and Recreation Department. Over the past 25 years, she advanced not only through that department but also worked for the Phoenix Police Department and as a Council Office Chief of Staff. She returned to the Parks and Recreation Department, serving as Deputy Director, Assistant Director, and ultimately Director.

Aguilar was named Parks Director in 2020, overseeing one of the largest municipal parks and recreation systems in the nation, managing 189 parks, 200 miles of trails, and more than 47,000 acres of urban and desert preserves. She directs a $128 million operating budget, which she used to implement innovative programs, upgrade facilities, and expand access to Phoenix’s natural spaces.

"I am honored to continue serving the residents of Phoenix in this new role," Aguilar said. "Our parks and preserves are the heart of our community, and I look forward to bringing that same spirit of accessibility and innovation to the City’s broader operations."

Aguilar holds a Master of Public Administration and Bachelor of Arts in Psychology, both from Arizona State University.

Frank McCune

Frank McCune joined the City of Phoenix in 2016 as Director of Government Relations, following distinguished leadership roles including CEO of Valley Leadership and Government Affairs Representative at Arizona Public Service (APS).

In his role as Government Relations Director, McCune successfully advocated on behalf of Phoenix and its residents at the regional, state, and federal levels. He oversees the City’s grants application and review process which resulted in $357 million in secured funds in 2025. 

"I am grateful for the opportunity to serve as Deputy City Manager," McCune said. "Phoenix is a city of innovation and resilience, and I look forward to working with our partners across all levels of government to ensure our community continues to thrive."

He holds a Master of Political Science from Illinois State University, and a Bachelor of Arts in Communication from ASU. Frank is also a CORO Foundation Public Affairs Fellow and a Flinn-Brown Fellow.

The appointments are effective December 22, 2025. Further announcements regarding the selection of new leadership for the Parks and Recreation Department and the Office of Government Relations will be shared in the future.
