There are a number of resources available to help residents find employment and build a better future. Services may include job readiness, job training, support services and other resources.
Economic Initiatives Job Training Program
The Economic Initiatives Program is a training program designed to assist residents of public housing with personal and technical job skills. This training helps qualified residents in pursuing careers in areas such as maintenance trades, computer technician, health-related occupations and office administration. The program will take between one and two years to complete, and is comprised of three phases:
- Life Skills & Job Readiness Classes
- Vocational Training/GED
- On-the-Job Training

The Family Self-Sufficiency (FSS) Program is designed to assist families and individuals in their goal to becoming financially independent. FSS participants work closely with Case Managers to establish short- and long-term goals to help:
- Increase income
- Complete educational goals
- Establish or repair credit
- Develop a savings plan
- Improve financial well-being
The FSS program is five years in length and is available to all assisted (low-income) housing and Section 8 residents who meet the selected criteria.

The Emmett McLoughlin Community Training and Education Center (CTEC) Career Center is a One Stop Satellite office for the Phoenix Workforce Connection (PWC). Services include: Resume and Cover Letter Assistance, Job Search, Internet Access, Job Readiness Workshops and referrals to the comprehensive One Stop Centers. One-Stop Career Centers offer a single point of entry to a network of employment, classroom training, on-the-job training, educational and vocational programs and program partners.
The CTEC is located at 1150 South 7th Ave. and is open Monday - Thursday from 4:30 p.m. to 7:30 pm. Services are available to all persons ages 16 and older. For more information, call 602-534-2043 or visit Phoenix Workforce Connection.
