City of Phoenix Appoints Melinda Holguin Finance Director; Move Signals Continued Fiscal Stability and Reporting Continuity

Signaling a commitment to rigorous financial stewardship and administrative continuity, City Manager Ed Zuercher has announced the selection of Melinda Holguin as the City of Phoenix’s new Finance Director. The appointment was effective Monday, December 1, 2025, and positions a long-time department veteran to oversee the City's complex fiscal operations.

In a structure designed to ensure seamless leadership transitions, Holguin will report directly to Chief Financial Officer Kathleen Gitkin. This reporting structure is intended to support leadership stability and continuity within the Finance Department, a key factor for external stakeholders and credit analysts monitoring the city's long-term management strategy.

Operational Controls and Systems Management

Prior to this appointment, Holguin served as the Assistant Finance Director for over four years. Her recent executive leadership focused on the management of critical divisions including the Controller’s Office, Enterprise Resource Planning (ERP), Central Payroll, Central Procurement, Real Estate, and Administration.

“Melinda’s extensive knowledge of and history with the Finance Department prepares her for this new role. Her commitment to innovative problem solving makes her the idea leader far into the future,” said Gitkin.

For financial analysts tracking the city's internal controls, Holguin’s direct oversight of these divisions highlights her experience with the data integrity essential for accurate financial disclosure. She has been credited as instrumental in leading and managing operations and business processes for the city’s financial, procurement, and payroll systems.

“I am honored to take on this new responsibility,” said Holguin. “My time managing core divisions, such as the Controller’s Office and Central Procurement, has reinforced the importance of maintaining accurate and efficient financial systems. I look forward to supporting Chief Financial Officer Kathleen Gitkin in continuing to provide strong fiscal leadership for the city."

Expertise in Enterprise Funds and Rate Structures

Supporting her recent executive experience is a deep background in the management of major enterprise funds. Holguin joined the City of Phoenix Finance Department in 2003 as an Accountant II. Since then, she has held numerous positions focused on rate development for Water and Wastewater, a vital component in securing the revenue streams required for utility operations and capital planning.

Holguin also possesses specialized experience in fixed asset accounting, cost accounting, and financial reporting for the Aviation, Water Services, and Housing departments. Her background ensures that the distinct accounting requirements of these enterprise operations remain a priority under her directorship. She holds a bachelor's degree in accountancy and a Master of Business Administration from Angelo State University in Texas.
