City of Phoenix to Host Landlord Open House

The Phoenix Housing Department and Arizona Quadel are hosting another Owner Open House to introduce property owners to the Housing Choice Voucher (HCV) program and explain how the program works for landlords. 

When: March 18, 2026, from 10 a.m. to 2 p.m.

Where: Memorial Hall at Steele Indian School Park - 300 E. Indian School Rd., Phoenix, AZ 85012

New This Year

The Housing Department and Arizona Quadel will be introducing Landlord PHX, a monthly virtual forum that will be held with the Landlord Liaison, Daniel Martinez, on the first Friday of each month. The forum will provide landlords the opportunity to ask any questions they may have or seek further guidance as it relates to the City of Phoenix Section 8 Housing Choice Voucher program.

“We’re excited to provide new resources and ongoing guidance so landlords can confidently join us in expanding access to quality housing. Landlords are essential partners in creating stable, inclusive communities here in Phoenix,” said Elenia Sotelo, Deputy Housing Director.  

Benefits for Landlords 

• Payment consistency: Landlords will receive a monthly subsidy from the City.
• Renter stability: Voucher holders are often stable tenants, reducing turnover.
• Access to a landlord liaison and housing specialists who can guide owners through the process.

Breakout Sessions

There will also be two breakout sessions at the Phoenix Indian School Visitor Center (next door to Memorial Hall) to discuss the following topics:

• 11 a.m. - Rent Increases Session: learn how landlords can request a rent increase for their units on the HCV program, including documentation needed and the process for determining what rent can be.
• 12 p.m. - The City of Phoenix Neighborhood Services Department will share an overview of neighborhood preservation and code compliance to help landlords better understand common issues and available resources.

The Housing Department will have voucher program staff onsite, as well as staff from other City departments to share information and provide support...
