Women Engineers Shaping Phoenix
Across Phoenix, some of the City’s most essential systems, from the water that flows through neighborhoods to the streets that keep residents moving, are being shaped by two engineers who have risen through the ranks to lead major public departments.
Brandy Kelso, Phoenix’s Water Services Director, and Briiana Velez, the City’s Street Transportation Director, both began their careers as engineers. Today, their work influences nearly every resident, with long‑term projects that will support the City for decades to come. Their leadership has guided major water infrastructure upgrades, crucial roadway improvements, and improvements to citywide mobility.
“There is something really special about when you get to serve the community as a public servant,” Kelso said. “I am going to do the best that I can to make sure we are serving our public the way we need to.”
In fields where women remain underrepresented, Kelso and Velez say their roles carry responsibilities that go beyond the technical aspects of engineering. They believe that being visible in leadership helps open the door for others.
“I definitely think visibility is responsibility,” Velez said. “We are responsible to show other females that they can be engineers. They can sit in the department head positions.”
Their advice to future leaders is direct and encouraging. “Follow your heart and your dreams,” Velez said. “Do not let anyone stand in your way.”
During Women’s History Month, both directors are being recognized not only for building streets and water systems, but for building possibility. Their leadership offers a glimpse of a future where more young people, especially young women, can see themselves as engineers, public servants, and trailblazers shaping Phoenix’s growth.
