The Phoenix Police Department has released a Critical Incident Briefing (CIB) video on an officer-involved shooting (OIS) from December 7, 2025, in the area of 7th Avenue and Beardsley Road.
This incident began when Phoenix police officers responded to a call about a man with a gun. Details on the call indicated that a man was in a nearby neighborhood, and he was armed with a handgun.
Several minutes later the caller called back to say the man was now threatening to shoot someone.
As multiple officers arrived on scene, a plan was made to systematically search the neighborhood, which included the assistance of the Phoenix Police Department’s Air Support Unit.
As this search was taking place, one officer located the man and saw him holding a gun. The officer took a position of cover behind his patrol car and gave commands to the man to drop the gun. The man did not drop the gun and walked toward the officer while raising his gun. This is when the initial officer involved shooting occurred.
After being injured, the man sat on the ground and was still holding the gun. While seated, the man raised the gun again in the direction of the officer. The officer again fired his duty weapon.
The man was separated from the gun and the officer immediately approached and detained the man.
Officers provided aid to the man until the Phoenix Fire Department arrived.
The man was transported to a nearby hospital where he later died.
No officers or community members were injured during this incident.
The gun the man had during this incident was recovered on the scene.
Additionally, investigators determined the man was the one who made both 911 calls related to this incident.
The officer involved in this shooting is assigned to the Black Mountain Precinct and has approximately 9 years of service with the department.
This incident is the subject of a criminal investigation being conducted by the Major Incident Division of the Arizona Department of Public Safety and will be reviewed by the Maricopa County Attorney’s Office. It is also the subject of an administrative investigation being conducted by the Phoenix Police Department.
Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.
