Critical Incident Briefing - October 2, 2025 - 16th St. and Buckeye Rd.

The Phoenix Police Department has released a Critical Incident Briefing (CIB) video that includes audio, visuals and information related to an officer-involved shooting (OIS) which occurred on October 2, 2025.

This incident began when a two-officer patrol unit responded to an attempted armed robbery call at a fast-food restaurant in the area of 16th Street and Buckeye Road.

Details from two 911 calls indicated a man was stealing from a woman and it appeared he had a firearm.

As officers arrived, they saw a man outside the restaurant who matched the description given by the dispatcher. Both customers and employees were inside the establishment.

Officers ordered the man to lay on the ground. The man complied and laid on his stomach just outside the doors of the restaurant.

Officers were continuing to give commands when the man abruptly got to his feet and started to open the restaurant door. This is when the officer-involved shooting occurred.

Officers rendered aid to the man until the Phoenix Fire Department got there. He was taken to a nearby hospital where he was admitted for non-life-threatening injuries.

The man was found to be unarmed.

No one else was injured during this incident.

The officer involved in this incident is assigned to the Downtown Operations Unit and has been with the department for over 4 years.

This incident is the subject of a criminal investigation being conducted by the Major Incident Division of the Department of Public Safety.

It will be reviewed by the Maricopa County Attorney’s Office. It is also the subject of an administrative investigation being conducted by the Phoenix Police Department

Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.
