Solid Waste Rate Approved by City Council
On April 22, the Phoenix City Council approved an adjustment to the monthly residential solid waste rate according to the following schedule:
- Monthly Residential Rate:
- July 2026: +$5/month ($42.32/month)
- July 2027: +$5/month ($47.32/month)
- July 2028: +$4/month ($51.32/month)
- July 2029 to July 2033: Allow annual inflation adjustment not to exceed 5% based on annual solid waste financial review
- Green Organics Collection Subscription Fee: One-fourth (¼) the applicable monthly solid waste rate ($10.58 effective July 1, 2026)
This approved rate schedule, which Public Works recommended to City Council, is less of an increase than was originally proposed. Since presenting the initial rate recommendation in February, staff reviewed feedback from the Community Solid Waste Rate Information Sessions and the customer survey. After considering the feedback and staff’s continued efforts to identify operational efficiencies, the department reduced its original rate recommendation from a $17 increase over 3 years to a $14 increase over 3 years.
"This rate adjustment will ensure the operation can meet rising inflationary costs, prepare for future customer growth, and continue to provide essential solid waste collection and management," said Public Works Director Felipe Moreno.
In addition to implementing the approved rates listed above, the Public Works Department will also increase the monthly discount given to those who participate in the Save As You Reduce & Recycle (SAY R&R) program. Customers who exchange their standard, 90-gallon trash container for a smaller, 60-gallon container will receive a discount of $5/month instead of just $3/month.
In order to help families who need help paying their city services bill, Public Works will also double its contribution to Project Assist, providing $440,000 to the $1.2 million fund annually.
The department will continue to evaluate current service offerings and revenue sources as it plans for the future.
