Gary M. Kula is the Executive Director of the City of Phoenix Public Defenders Office.  He has spent his entire legal career serving the needs of those less fortunate.  In 1979, Gary received his undergraduate degree in Business from the University of Kentucky.  Gary went on to obtain his J.D. from Northern Illinois University.  He was admitted to the Illinois bar in 1985 and in Arizona in 1989.  In 1996, he accepted his current position as the Executive Director of the City of Phoenix Public Defenders Office where he oversees approximately 90 contract attorneys who provide representation to indigent defendants charged in the Phoenix Municipal Court.  For over 20 years he has been providing quality legal representation to the citizens of Phoenix.  


David R. Fuller is the Assistant Director of the City of Phoenix Public Defenders Office.  In 1985, David received his undergraduate degree in Psychology from Northern Illinois University.  David went on to obtain his J.D. from DePaul University College of Law.  He was admitted to the Arizona and Illinois bars in 1990 and to the Wisconsin bar in 1996.  He has been a practicing trial attorney in the Phoenix area since 1991.  In 2014, he accepted his current position as the Assistant Director of the City of Phoenix Public Defenders Office where he oversees approximately 90 contract attorneys who provide representation to indigent defendants charged in the Phoenix Municipal Court.
