Purpose
The City of Phoenix Office of Emergency Management's (OEM) mission is the endless pursuit of a prepared and resilient city dedicated to public safety and welfare by preserving life, health, property, and the environment. OEM's vision is to create a safer community before, during, and after an emergency through mitigation, preparedness, prevention, response, and recovery activities.
OEM works before, during, and after emergencies to minimize impacts on the community. We operate in conjunction with other government agencies, the private sector, and community stakeholders to advocate for preparedness, prevention, response, recovery, and mitigation. OEM strives to build a ResilientPHX that withstands all hazards, adapts quickly to disruptions, and rapidly resumes day-to-day activities.
