Electric Vehicle Equity
This page highlights our engagement efforts, past community workshops, and updates on how resident input is shaping equitable clean transportation initiatives across the city.
The Mayor and City Council are committed to focusing on residents who have been underserved and are most impacted by climate change and increasing greenhouse gas emissions. During the development of the Transportation Electrification Action Plan, a specific subcommittee focused on equity and identifying cleaner transportation solutions.
In support of this initiative, the Office of Sustainability prepared a Transportation Equity Map, developed based on Justice40 criteria.

English and Spanish Mobility Equity Listening Sessions
The Office of Sustainability staff conducted English and Spanish Mobility Equity Listening Sessions, facilitated with the trusted community-based organization Unlimited Potential, to solicit input on the following:
- How residents moved (walking, transit, personal vehicles, bike, etc.)
- Important destinations in their community
- Routes traveled to reach those destinations
- Options for electrified transportation, including:
- E-Carshare
- E-Rideshare
- E-Bikeshare and E-Scooter programs
- Transit vouchers
- Infrastructure improvements (bike lanes, shaded bus stops, sidewalks, lighting)
The table below shows the communities where the listening sessions took place, the number of meetings held, the months they occurred, and the number of community members who attended.

2023/2024 Mobility Equity Listening ,and Follow Up Sessions Update
Public comments gathered from the e-mobility workshops conducted in 2023/2024 are currently being analyzed to prepare a scope of work for a “Solutions to Passenger Transportation Needs in Low Income Communities” Request for Proposals (RFP). The RFP will focus on approximately 7-10 low income areas in the City of Pheonix to implement low income transportation programs that could consist of program elements such as an electric car share and/or electric rideshare programs. The RFP is targeted for release in late spring 2025.
