In this form of government, the Mayor and Council Members (elected by Phoenix citizens) set policy and the City Manager (appointed by the Mayor and Council) implements that policy and manages the day-to-day operations of the City.</span></p><h2><span class="ms-rteFontSize-4">Mayor and Council Terms</span></h2><ul style="text-align:justify;"><li><span class="ms-rteFontSize-2 ms-rteFontFace-1">The Mayor is elected at-large by voters residing in Phoenix. The Mayor is elected for a 4-year term and may serve up to two consecutive terms.</span></li><li><span class="ms-rteFontSize-2 ms-rteFontFace-1">There are 8 Council Members. Each Council Member is elected by voters residing in their corresponding districts. Council Members are elected for a 4-year term and may serve up to three consecutive terms.</span></li></ul><h2><span class="ms-rteFontSize-4">Consolidated Election Dates</span></h2><p style="text-align:justify;"><span class="ms-rteFontSize-2 ms-rteFontFace-1">Special elections may be called by the City Council or as required by law.
