City of Phoenix Benefits Summary

The City of Phoenix offers a wide variety of comprehensive programs to its benefit eligible employees.

City of Phoenix Retirement Plan

All general city full-time regular employees are members of the City of Phoenix Employee Retirement System (COPERS). Employees and the city both make contributions each pay period to this program. A service purchase program allows members to purchase additional service for other public retirement system service and up to 5 years of non-intervening military service with an honorable discharge.

Deferred Compensation Program

The city offers eligible employees the opportunity to defer earnings on a pre-tax basis to one or both available plans, a 457 plan and a 401(a) plan. IRS Code sets annual contribution limits and other requirements of participation.

Vacation

Full-time employees accrue vacation at a rate of 8 to 15 hours per month, depending on length of service. Personal leave may also be available, depending upon benefit category.

Sick Leave

Full-time regular employees accrue 10 hours of sick leave on a monthly basis with no maximum accrual level. These hours can be used to cover the employee’s short-term disability needs.

Holiday Pay

Paid holidays for full-time city employees are New Year’s Day, Martin Luther King Jr. Birthday, Presidents Day, Cesar Chavez Birthday, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Veterans Day, Thanksgiving, the day after Thanksgiving, Christmas Day. Four hours holiday pay occurs on Christmas Eve when it falls on a weekday.

Medical Coverage

The City self-funds its medical coverage to provide comprehensive coverage at competitive rates. Medical coverage is available to all benefit-eligible employees and their eligible dependents. The City shares the monthly premium cost with the employee. Medical coverage takes effect on the first day of the month following an employees' start date. 

Vision Coverage

Eligible employees may enroll in a buy-up/enhanced vision benefit. Employee and family coverage is available. 

Dental Coverage

Eligible employees may choose from two dental plans: Dental PPO and Dental HMO. Employee and family coverage is available.

Life Insurance

The city provides basic life and accidental death and dismemberment (AD & D) life insurance coverage. Coverage amount varies according to benefit category. The city also provides occupational accidental death or dismemberment coverage and commuter coverage. These enrollments are automatic.

Eligible employees may purchase additional coverage for themselves, their spouse, qualified domestic partner, and dependent children through the Optional Life Insurance program.

Employee Assistance Program (EAP)

The employee assistance program offers free counseling, education and referral services for employees and their eligible family members. EAP services are strictly confidential.

Flexible Spending Accounts

Eligible employees may pay for eligible out-of-pocket expenses with pre-tax earnings through the Flexrap program. Two spending accounts are available, one for health care expenses and one for daycare expenses.

Legal Insurance Program

The city offers voluntary legal insurance that provides legal representation at an affordable price. Not all legal services are covered.

Pre-Tax Benefits

Certain payroll deductions are automatically taken on a before tax basis. These include medical and dental premiums, city retirement plan contributions, and flexible spending account deductions.

Wellness Program

A variety of programs and classes are offered to include smoking cessation, weight control, stress management, financial management, health coaches, and more.

Paid Parental Leave

Eligible employees receive up to 480 hours (12 weeks) of paid leave for the birth, adoption or foster care placement of a child during a 12-month period. Part-time employees receive a prorated number of hours. ​

Elder Care Services

Elder care services provide education, referral services and resources to assist employees with elder care needs.

Long Term Disability Program

A long term disability program exists to provide partial income continuation for eligible employees who are medically unable to work for a period of time. After a 90 day waiting period is fulfilled and after all sick leave and vacation is exhausted, the employee may receive a monthly payment equaling 66.67% of their basic earnings at time of disability. Medical verification of ongoing eligible is required on at least an annual basis.
