Vice Mayor Ann O'Brien Supplies Lockboxes for Seniors and Residents and Disabilities

Council District 1 News Release

PHOENIX – After Vice Mayor Ann O’Brien launched the life-saving Emergency Lockbox Program, demand surged and created a backlog. Understanding the serious concerns resulting in a backlog, Vice Mayor O’Brien took action to help protect vulnerable residents. Her office purchased an additional 500 lockboxes to ensure first responders have easy access to seniors and residents with disabilities.

“When I created the pilot of the Emergency Lockbox Program in Phoenix, I saw immediate interest and success,” said Vice Mayor O’Brien. “That led to working closely with the Fire Department to launch the program citywide, which has resulted in great demand. I’m happy to know that so many residents are benefiting from the program I initiated.”

Community members from across Phoenix are expressing gratitude for this program, stating:

“Thank you so much for the lockbox at my 95-year-old mother’s house. I am unable to be with her every day, & this is a lifesaver for us both. Thank you again, God bless you all!” - District 8 resident

“Just wanted to thank you for the lockbox and this program provided by the Phoenix Fire Department.  We appreciate you providing the lockbox for our key and registering us in this program.  Thank you!”  - District 3 resident

“Thank you, Jennifer!! Tim called and then came to my house a few minutes ago and installed the lockbox.  I appreciate your emails and today's follow-up very much.  I'm also grateful to the Phoenix Fire Department for providing this service.” - District 6 resident

The Emergency Lockbox Program began in January 2023 when O’Brien created the pilot program. She worked with Phoenix REALTORS to donate hundreds of lockboxes, which the Fire Department installed near the front doors of seniors and residents with mobility challenges. Lockbox codes are registered with the Fire Department and provided to emergency responders so they can access house keys and quickly reach residents without causing damage.

Since the inception of Vice Mayor O’Brien’s program, firefighters have installed and registered nearly 900 lockboxes and codes. Since January 2025, they’ve responded to 700 service calls at homes enrolled in the program.

With the addition of 500 lockboxes, provided by Vice Mayor Ann O’Brien, the Fire Department will be able to handle the backlog of requests and continue this important program.

The Emergency Lockbox Program is free to Phoenix residents who are over 55 years old or have mobility challenges or disabilities that may prevent them from reaching the door during an emergency. Phoenix residents can apply online using forms in Spanish and English. The program also allows any Phoenix resident to register an existing lockbox, garage door code, or digital smart lock codes to participate.
