Statement from Councilwoman Laura Pastor on Approval of Updated Animal Tethering Ordinance
Today, the Phoenix City Council unanimously approved updates to the City’s animal tethering ordinance that prohibits leaving dogs tied or chained outside unless they are under the direct supervision of their owner or handler.
In 2023, Phoenix took an important step forward by banning the use of chains on dogs. At the time, I said my goal was to eventually move further. Three years later, that goal has become reality.
As the hottest major city in the country, Phoenix has a responsibility to ensure animals are not left in conditions that put their health and safety at risk.
I want to thank Poverty’s Pets for their leadership and advocacy on this issue. Their persistence helped bring attention to the need for change and played an important role in advancing this effort.
I am also grateful to Councilman Kevin Robinson for his partnership and leadership as Chair of the Public Safety and Justice Subcommittee. The subcommittee played a key role in moving this proposal forward.
This achievement would not have been possible without the collective efforts of residents, advocates, City staff, and my colleagues on the Phoenix City Council. Today’s unanimous vote reflects years of partnership and dedication from people across our community committed to keeping animals safe.
