Vice Mayor Hodge Washington Celebrates the Enactment of the Bipartisan 21st Century ROAD to Housing Act
Phoenix, AZ — Tonight, the 21st Century ROAD to Housing Act officially became law, marking a major bipartisan milestone in addressing housing affordability nationwide.
The Act modernizes federal housing programs, streamlines environmental and administrative reviews, expands access for veterans, and incentivizes communities to reduce barriers to housing development. It also strengthens tools that support local housing production, including expanded grant eligibility for new construction and pilot programs for small-dollar mortgages and innovative housing models.
Vice Mayor Kesha Hodge Washington said the law compliments and aligns closely with Phoenix’s ongoing work to expand attainable housing. Seven months ago, Phoenix surpassed its Housing Phoenix Plan goal of preserving or creating 50,000 housing units, an accomplishment obtained five years ahead of schedule. Recognizing the ongoing need, the City continues advancing housing stability programs such as master leasing, eviction prevention services, and increased investment in the City’s Housing Trust Fund.
“Tonight’s bipartisan achievement shows what is possible when leaders commit to real solutions that can actually make a positive impact in our daily lives,” said Vice Mayor Hodge Washington. “The bipartisan 21st Century ROAD to Housing Act gives cities like Phoenix stronger tools to build housing faster, reduce barriers in development, and support families who are being priced out or pushed out.”
Vice Mayor Hodge Washington highlighted that there are several provisions in the Act that will help communities accelerate project delivery and increase attainable housing supply more efficiently, including:
- Streamlining reviews for infill housing,
- Expanding construction eligibility under Community Development Block Grants,
- Establishing a national Innovation Fund to support local reforms,
- Enhancing transparency and access to housing resources for veterans; and,
- Modernizing lending standards.
“As Vice Mayor, I have worked tirelessly to expand housing opportunities, and this new federal law reinforces that momentum. This is a meaningful step forward for tenants, for working families, and for every resident who deserves a stable, affordable place to call home. I commend our federal partners for this historic legislation in advancing housing stability.”
