Phoenix Breaks Ground on The Moreland: A Landmark Affordable Housing Development Downtown
Today, the City of Phoenix and its partners celebrated the groundbreaking of The Moreland, a transformative 237-unit housing community that will bring much needed affordable and workforce housing to downtown. This milestone reflects another step in the City's commitment to creating housing that is accessible, dignified, and designed for Phoenix families.
"With The Moreland, we are continuing our commitment to ensuring everyone in Phoenix has an affordable place to call home," Mayor Kate Gallego said. "This project is not just another step; it’s a testament to our dedication to creating a community where families can thrive. Phoenix will continue to support developments like this to meet the needs of our residents and grow an inclusive downtown."
“Housing is the bedrock of human stability and a better future,” Vice Mayor Kesha Hodge Washington said. “Projects like The Moreland show that when we invest in affordable housing, we honor our promise to ensure every resident has access to housing that is not only affordable but also dignified and rooted in opportunity.”
Located at 325 E. Moreland, The Moreland features modern apartments across three buildings, offering studio to three-bedroom homes to meet the diverse needs of Phoenix residents. Some of the amenities include community rooms, fitness centers, teen and youth spaces, and a parking garage. Residents will also have access to onsite supportive services, including academic, career and health and wellness coaching, counseling, technology assistance, and financial education.
“This project reflects years of planning and commitment by the City of Phoenix and dedicated partners," said Richard Sciortino, Co-founding Principal at Brinshore Development. "When we joined this process, our focus was on honoring that vision and working collaboratively to help deliver a development that creates lasting community impact.”
Construction will be completed in two phases:
- Phase I: 132 units
- Phase II: 105 units
Construction for Phase I is anticipated to run through December 2027, with Phase II to follow.

The Moreland is made possible through a strong public-private partnership and innovative funding sources, including private mortgage, Low-Income Housing Tax Credits (LIHTC), and funding provided by the City. Key partners include:
