Hambric Named Phoenix Chief Information Officer

<div class="ExternalClass0E783A728D1143E1B7F3D23FE8C86C96"><html> <div>Steen Hambric has officially been named Phoenix’s Chief Information Officer responsible for leading the city’s Information Technology Services (ITS) department and federated IT management services over Sky Harbor International Airport, Water Services, Phoenix Police, and Phoenix Fire. </div> <div> <br> </div> <div>Hambric has over 33 years of IT experience at the federal and local levels, with 17 of those years spent in executive leadership. As a Phoenix IT leader since 2017, he championed many citywide projects including a multi-year, citywide telephone and network project upgrade and implemented several initiatives with COVID-related federal dollars to bring free Internet connectivity to residents throughout Phoenix. <br></div> <div> <br> </div> <div>Hambric was appointed Acting Chief Information Officer on May 14, 2021. He took on the role during a critical time in which coordination and collaboration between city departments needed improvement, numerous high visibility projects were underway, multiple enterprise-class applications were in various stages of replacement, and Phoenix was strengthening its cybersecurity. In direct response, Hambric spent the last few months drafting the city's first Strategic Technology Plan in over a decade. Once finalized, the City will have a strategic guidepost from which the city's business and technology leaders and their staff can rally behind and prioritize financial and personnel resources as well as key initiatives.</div> <div> <br> </div> <div>“I’m thrilled to continue leading such dedicated professionals as we deliver secure, responsible, and sustainable IT services, solutions, and governance for the city,” Hambric said. </div> <div> <br> </div> <div>Before arriving in Phoenix, Hambric worked for the United States House of Representatives for 18 years in high-level information technology leadership positions where he developed and implemented IT strategic plans, led enterprise-class applications and web services, and oversaw the successful implementation of major technology projects. He also served for 11 years as a Combat Engineer Officer for the Army National Guard and earned his Bachelor of Science in Business Administration, with an emphasis in Management Information Systems, from the University of Southern Mississippi. </div> <div> <br> <br> </div> <p> <br> <br> </p> <p> <br> </p> </html></div>

Viewer discretion is advised.</strong></p> <p>The Phoenix Police Department released a Critical Incident Briefing (CIB) video that includes audio, visuals and information related to an officer-involved shooting (OIS) which occurred on September 9, 2023. </p> <p>This incident began when officers responded to an emergency call of an aggravated assault in the neighborhood of 85th Avenue and Indian School Road.</p> <p>During the initial investigation, it was learned the victim was robbed of his car at gun point. </p> <p>Patrol officers worked with the victim and using the vehicle's GPS they tracked the car into the city of Glendale. The Phoenix Police Air Unit spotted the car as a man parked it and went inside a house near 8700 West Glendale Avenue.</p> <p>Officers contained the house and began negotiations. </p> <p>About 24 Minutes into the negotiations, the man came out of the house and walked to the end of the driveway. </p> <p>Officers continued to give the man commands at which time he pulled a handgun from his waistline and pointed it towards officers. It was at this time; three officers fired their duty guns and struck him.</p> <p>After the shooting, officers attempted to clear the property; however, they noticed a strong odor of gas coming from the inside of the house. Out of concerns for their safety, officers evacuated the immediate area.</p> <p>A team of officers with appropriate protective equipment assembled and completed clearing the house; noting a green propane canister had been left on. </p> <p>After the scene was safe, Glendale Fire Department responded and pronounced the man deceased.</p> <p>The gun displayed by the man was found on the ground next to him. It was determined to be a pellet gun resembling a semi-automatic handgun.</p> <p>All three officers involved in this incident are assigned to the Maryvale Estrella Mountain Precinct and have about six, seven, and eight years of service with the department respectively.</p> <p>Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete. An internal investigation by the Professional Standard Bureau is currently underway, in addition to a criminal investigation. Once the criminal investigation is complete it will then be reviewed by the Maricopa County Attorney's Office. </p> <p>Public records law required redaction of certain personal identifying information before video is released publicly. This is why you may see some parts of Body Worn Camera (BWC) blurred or covered with a black box. Redacted video is released to local media in conjunction with the release of this Critical Incident Briefing for independent review and publication.
