Consolidated Plan
The Consolidated Plan is a five-year plan which helps the City of Phoenix to assess affordable housing, community development needs, market conditions, and to make data-driven investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from HUD formula block grant program.
Annual Action Plan
The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each funding year to address the priority needs and specific goals identified by the Consolidated Plan.

Consolidated Annual Performance Evaluation Report (CAPER)
The CAPER describes accomplishments achieved by using Federal Funds during the most recent program year. General-Funded programs that leverage HUD funds to address the social needs of residents are included. The purpose of this report is to measure Phoenix’s success in meeting the priority needs, goals and strategies described in both the City’s five-year HUD Consolidated Plan and Annual Action Plan.
Analysis of Impediments to Fair Housing Choice (AI)
The Analysis of Impediments to Fair Housing Choice presents a demographic profile of Phoenix, assesses the extent of housing needs among specific income groups, and evaluates the range of available housing choices for residents. The AI also analyzes the conditions in the private market and public sector that may limit the range of housing choices or impede a person’s access to housing. More importantly, this AI identifies impediments that may prevent equal housing access and develops solutions to mitigate or remove such impediments.
Citizen Participation Plan
The citizen participation plan describes the City of Phoenix’s appropriate and practicable procedures to encourage citizen participation in the development of the Assessment to Fair Housing (AFH) and the Consolidated Plan (CP). The AFH and CP are dependent on the involvement of citizens participation in the development and implementation of the plans and any plan revisions required to address the community’s needs.
