The City of Phoenix through a coordinated effort among several city departments, offers three types of certifications: the Small Business Enterprise (SBE), the Disadvantaged Business Enterprise (DBE), and the Airport Concessions Disadvantaged (ACDBE) Business Enterprise programs. The City also offers procurement opportunities, construction subcontracting utilization, small business management and technical assistance and educational services and networking opportunities.

This program certifies firms to participate in city of Phoenix business opportunities available for small business owners located in Maricopa County.
SBE certification is valid for providers of goods, general services and construction services. Programs available for certified Small Business Enterprise (SBE) firms include a reserve contract program for providers of goods and general services, and a subcontracting goals program for construction subcontractors.
The
Disadvantage Business Enterprise (DBE) program was implemented to remedy discrimination in contracting and procurement opportunities for disadvantaged businesses. It serves to create equal opportunity for those DBE firms doing business with the City of Phoenix on projects receiving federal funds. A DBE is a for-profit small business concern that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged.
As recipients of Federal Aviation Administration (FAA) grant funding, the Airport is required to have a Disadvantaged Business Enterprise (DBE) Program in place for Concessionaires operating at the Airport. This program is known as the
Airport Concessions Disadvantage Business Enterprise (ACDBE) Program. An ACDBE is a for-profit small business concern that operates in Airport Concession areas, such as gift shops, restaurant/food services, etc. The ACDBE Program's intent is to provide a level playing field for ACDBE companies wanting to do business with the Airport, and other agencies receiving Federal funds from the U.S. Department of Transportation.
