The Equal Opportunity Department investigates discrimination complaints in housing, employment, accessibility, and access to public places. We also certify small and disadvantaged businesses and provide outreach and education to the community.

EOD Director and Management Team

Interim EOD Director, Judy Boros

The Director is responsible for managing city programs and policies that ensure equal opportunity in fair housing and employment, disability concerns, goals compliance, economic opportunity for small and disadvantaged businesses, public accommodations, community relations, and accessibility in city services and facilities. In addition, EOD is responsible for managing the Phoenix Women’s Commission, Phoenix Human Relations Commission, and Mayor’s Commission on Disability Issues.  

Small Business Deputy Director, Valerie Churchwell

The Business Relations Division meets the unique needs of small businesses by administering the certification application process and monitoring contracts to ensure they are being fulfilled as intended.

Compliance & Enforcement Deputy Director, Paris Lee

The Compliance and Enforcement Division is tasked with investigating complaints of discrimination in employment, housing, and public accommodations.
