Small Business Support Division

The Small Business Support (SBS) Division operates the City’s certification process and monitors contracts with small businesses to ensure city policies and standards are followed. The SBS also conducts outreach activities and workshops to inform the contracting public of business opportunities for small businesses.

Small Business Certification

The Certification Section of SBS is responsible for certifying firms owned and operated by socially or economically disadvantaged business owners for the City’s Small Business Enterprise (SBE) Program, Disadvantaged Business Enterprise (DBE) Program, and Airport Concession Disadvantaged Business Enterprise (ACDBE) programs.

Small Business Monitoring

The Contract Compliance and Monitoring Section of SBS is responsible for regularly tracking and assessing contracts awarded to small businesses to perform work. This section monitors and enforces small business utilization contract requirements, including prompt payment and the return of retainage, termination and substitution of S/D/ACBE firms, and proper crediting of small business participation toward contract and overall goals.

  • SBE (Small Business Enterprise)
    Contractors, suppliers, and professional service providers located in Maricopa County that have been granted SBE certification by the city. The SBE Program has no ethnic or gender requirements. This certification is valid for locally funded construction and goods & services contracts. Visit phoenix.gob2g.com for the listing of SBE-certified firms.
  • DBE (Disadvantaged Business Enterprise)
    Firms located in the United States that are controlled by a socially or economically disadvantaged owner. This certification is valid for city contracts that include funding from the Federal Aviation Administration (FAA), Federal Transit Administration (FTA), and Federal Highway Administration (FHWA). Visit utracs.azdot.gov for the listing of DBE-certified firms.
  • ACDBE (Airport Concessions Disadvantaged Business Enterprise)
    Firms that serve the traveling public. Visit utracs.azdot.gov for the listing of ACDBE-certified firms.
