Metro District (Northwest Extension Phase II)

Narrative:

Since Fall 2023, the City of Phoenix has been working closely with community members and local organizations in the Metro District to create a shared vision for the next 25 years. Big changes are already underway — including the arrival of light rail in 2024, the demolition of Metrocenter Mall, and the development of a new project called The Metropolitan. These changes are helping to shape a more connected, transit-friendly future for the area. To guide this vision, the City hosted 73 events and connected with over 3,200 people. Through this process, the community explored three key questions:

  1. Who are we as a community?
  2. What kind of future do we want?
  3. How do we make that future happen?

The Metro District Vision:

The Metro District is a vibrant, inclusive community that seamlessly integrates living, working, shopping, recreation, and entertainment for people of all ages and incomes. It offers diverse, affordable housing options within walking distance of public transit, revitalized neighborhoods, and innovative live/work spaces. The area is a hub for economic growth, supporting startups and unique local businesses, while public art and cultural activities enrich its character. Green systems and safe, multimodal paths create a sustainable, pedestrian-friendly environment, making the Metro District a green oasis where residents and visitors can comfortably enjoy their favorite activities and destinations year-round.

Project Phases

​​The City of Phoenix - in collaboration with project partners, community stakeholders, and the Mayor and Council - will develop a TOD policy plan specific to the NWEII Study Area. This plan will serve to attract, guide, and prioritize strategic investments in infrastructure, housing, economic development, transportation, and other areas to realize a shared community vision for the future of the area. The NWEII study area supplements TOD implementation due to its amenities and opportunities for additional amenities within existing spaces, most notably the Metro Center area. The policy plan will be developed through three phases of planning:​

Phase 2 –What We Want (Vision for the Future)

Phase 3 – How We Get There (Implementation Plan)​
