Structured Sober Living Homes

New Licensing Program Starting July 1, 2018

On April 18, 2018, the Phoenix City Council approved a new licensing program for structured sober living homes that includes:

  • Licensing of structured sober living homes – with licenses issued to a specific address and group home owner
  • Licensing of structured sober living home managers
  • Collection of certain group home documents
  • City-required minimum operation & supervision standards
  • Annual on-site home Inspection


Who/What Requires a License

Structured Sober Living Homes: Any premises, place, or building that provides alcohol-free or drug-free housing, promotes independent living and life skill development, and provides structured activities that are directed primarily toward recovery from substance use disorders in a supervised setting to a group of unrelated individuals who are recovering from drug or alcohol addiction and who are receiving outpatient behavioral health services for substance abuse or addiction treatment while living in the home.

Structured Sober Living Home Managers: A person acting as a manager of a structured sober living home.

  • City Council approved ordinance amendment requested by the Phoenix Law Department and Prosecutor’s Office which adds standard verbiage required for civil penalties.

April 18, 2018:

  • City Council approved a new licensing program and ordinance for structured sober living homes and managers

  • Changes to draft proposed ordinance, as needed

February 2018:
