Councilwoman Ann O'Brien's Statement on Cuts to Arizona's Colorado River Supply

"Today, the U.S. Bureau of Reclamation released its Final Environmental Impact Statement for managing the Colorado River over the next decade. It authorizes a range of water cuts for Lower Basin states, which include Arizona, California, and Nevada. Experts say the high end would be economically devastating for Arizona.

A separate document detailing actual reductions for 2027 and 2028 is expected soon. Phoenix and Arizona leaders have worked with California and Nevada on a fairer alternative called the Lower Basin Proposal.

This is not only a water issue. It's a national security issue. North Phoenix is home to TSMC's semiconductor campus, backed by federal CHIPS Act investment because its chips power U.S. defense systems, AI, and the electronics keeping America competitive. Disproportionate cuts to Arizona would undermine the industrial strategy Washington itself has championed.

I am committed to working with Mayor Kate Gallego and Arizona's congressional delegation to demand the final plan reflects Arizona's sacrifices and holds every basin state accountable.
