Statement from Councilwoman Ann O'Brien on Federal Government's Colorado River Decision
“Today, the U.S. Department of the Interior finalized its 2027-2028 Operating Guidelines for the Colorado River. Under the plan, Arizona's Colorado River deliveries will be cut by 760,000 acre-feet in 2027. A similar cut is expected in 2028, though the exact number will depend on how much water is actually in the system by then. By comparison, California will see a smaller cut of 440,000 acre-feet and Nevada will experience a reduction of 50,000 acre-feet.
The federal government placed no mandatory cuts on the four Upper Basin states of Colorado, Utah, Wyoming, and New Mexico, despite years of Phoenix and Arizona leaders arguing that every state sharing this river should share in solving its crisis. Phoenix will continue pushing Washington and our fellow basin states, alongside our congressional delegation, for an equitable plan.
The City is evaluating the final federal reductions and how they could impact operations under Phoenix’s Drought Management Plan, including moving into a more active phase of drought response. I want to be clear that this is not a situation where taps will run dry. Phoenix has spent decades preparing by boosting underground water storage and backup supplies, and developing infrastructure like the advanced water purification facility planned in north Phoenix.
Thanks to that preparation, and a diverse water portfolio, we can absorb these cuts without disruption to daily water service. But preparation only takes us so far. We must all do our part because every gallon saved now gives Phoenix more flexibility to manage what's ahead. I urge all residents and businesses to reduce unnecessary water use by checking for leaks, using desert-adapted landscaping, and participating in conservation programs.
