Councilwoman Ann O’Brien Votes for Reprioritization of Light Rail Routes

Phoenix, AZ — 1/27/2025 — The Phoenix City Council voted today to reprioritize light rail expansion plans, approving a shift in focus from the proposed Capitol Extension (CAPEX) to the Indian School Road alignment serving West Phoenix. The action reflects a commitment to fiscal responsibility, community priorities, and continued investment in economic development. 

“This decision is about fairness and opportunity, but it’s also about smart investment. West Phoenix residents deserve the same access to reliable transit and economic investment as other parts of the city, and the Indian School Road extension delivers that,” said Councilwoman Ann O’Brien, who chairs Phoenix’s Economic Development Subcommittee. “By expanding along Indian School, we’re connecting people to jobs, education, and healthcare—and creating new opportunities for reinvestment in communities that need it most.” 

The Council’s action comes amid growing concerns about legislative opposition and financial uncertainty surrounding CAPEX. Multiple bills introduced at the State Capitol seek to block light rail near the Capitol and prevent state agencies from partnering with the City on future transit projects. Additionally, federal funding for CAPEX has not yet been awarded, making reliance on hundreds of millions of dollars in uncertain funding fiscally risky. 

Instead, the Council reaffirmed its support for the Indian School Road extension—the Locally Preferred Alternative approved in May 2024. This alignment builds on completed planning work, avoids legislative roadblocks, and serves communities in West Phoenix that have the greatest need for reliable public transit. 

Light rail expansion is not only about mobility—it’s a proven economic driver. Valley Metro reports that the existing light rail system has generated a $20 billion return on investment, spurring development and revitalization along the corridor. In District 1 alone, light rail has helped attract a nearly $1 billion investment to redevelop the former Metrocenter Mall into The Metropolitan, transforming about 70 acres into a mix of housing, retail, bike paths, and green spaces. Extending service along Indian School Road will continue this trend, bringing reinvestment opportunities to neighborhoods most in need. 

The Council’s vote underscores a practical and achievable path forward for Phoenix’s transit system—one that prioritizes fiscal responsibility, community needs, and economic growth. By focusing on the Indian School Road extension, Phoenix is delivering transit where it’s needed most and through a route that can actually be built.
