Project Update Notice - September 2023

About the Project

In March 2023, the Phoenix Street Transportation Department proposed a change to the driving lanes and the addition of bike lanes on Osborn Road from 19th Avenue to 11th Avenue. As shown below, four options were presented to the community.

Option D was selected, which includes protected bike lanes with one driving land in either direction. The left turn lanes at the Osborn Road interesections at 19th Avenue and 15th Avenue will not be removed.

Project ​Details

  • Phoenix’s Bicycle Master Plan and Maricopa County Association of Government’s Active Transportation Plan recommend bike lanes for this section of Osborn Road.
  • Proposed bike lanes would connect to bike lanes on Osborn Road west of 19th Avenue and to bike lanes along 15th Avenue.
  • The bike lanes could be extended to 15th Avenue or to 11th Avenue.
  • The corridor has a mix of residential and commercial use properties, as well as two schools.  

Surrounding Area Details

  • This project would be the continuation of lane changes that have already been made from Osborn Road to Indian School Road. Currently, Osborn to Indian School roads on 3rd Avenue have one driving lane in each direction, with a center turn lane and protected bike lanes. 
  • The department also is working to improve bicycle infrastructure on 3rd Avenue from McDowell Road to Thomas Road. The Thomas to Osborn roads bikeway improvements would connect the existing improvements north of Osborn Road with the eventual improvements south of Thomas Road.

Public Input Opportunities

A live virtual public meeting was held on March 28, 2023 at 6 p.m. via Webex. A video recording of the meeting is available above and also viewable via the PHXTV YouTube channel.


A project survey was available in English and Spanish from March 28 through April 16, 2023. Thank you to all who participated.

January 2019 Update

We greatly appreciate the valuable input provided at the community meeting, as well as the comments that were submitted via email.

Unfortunately, there was not enough overall support to move forward with the modifications, therefore, Osborn Road was repaved in late 2018, and the original lane configuration was reinstalled once the paving was completed. 

This decision was not made lightly, as the Street Transportation Department values and understands the concerns expressed by adjacent residents, as well as bicyclists and drivers who use this segment of Osborn Road. The Street Transportation Department Traffic Services Division staff will continue to work with neighborhood stakeholders to identify potential traffic calming solutions on this portion of Osborn Road.

May 2018 Update 

The proposed safety modifications for Osborn Road between 15th and 19th avenues have been revised to respond to community input from the first public meeting held May 3, 2018.

The revised proposal includes:

  • Keeping the two westbound vehicular-travel lanes

  • Removing one vehicular-travel lane in the eastbound direction to include bike lanes

The original proposal for Osborn Road between 15th and 19th avenues, presented at the May 3, 2018 public meeting, called for the removal of one vehicular-travel lane in each direction to include a center-turn lane and buffered bike lanes.
