The Landlord and Tenant Program provides educational services and information to landlords and tenants on their rights under the Arizona Residential Landlord and Tenant Act.

Request One-on-One Landlord-Tenant Counseling

Are you a tenant or landlord with questions about your rights and responsibilities under the Arizona Residential Landlord and Tenant Act? The City of Phoenix offers free, one-on-one educational counseling to help you better understand rental housing laws and avoid common disputes.

One-on-one counseling and education appointments are available in person and by phone at the Travis L. Williams Family Services Center, located at​ 4732 S. Central Avenue, Phoenix, AZ 85040.

How to Request a Counseling Session

Complete our quick online form to tell us about your situation. A City of Phoenix team member will contact you within 48 business hours to schedule your session.

Facing unsafe or unlivable conditions?

Request Emergency Assistance for Tenants

Tenants living in the City of Phoenix can request emergency assistance such as temporary emergency shelter, transportation, access to 24-hour cooling centers, or assistance in coordinating repairs with the landlord. Tenants can request assistance for urgent housing issues such as:

  • No air conditioning or heat
  • Plumbing or electrical problems
  • Roof leaks or water damage
  • Other unsafe living conditions

 

To be eligible for emergency assistance or referral through the emergency assistance program, the following criteria must generally be met:

  • You must currently reside in the City of Phoenix or receive City of Phoenix water services.
  • You must be a tenant in a rental unit covered under the Arizona Residential Landlord and Tenant Act.
  • Your concern must involve a health or safety hazard, such as:
    • non-working cooling systems with temperatures exceeding 86 degrees for evap coolers
    • non-working cooling systems with temperatures exceeding 82 degrees for central air conditioning
    • non-working heating systems ; OR
    • lack of potable water
  • Your household income must be at or below 80% of the Area Median Income (AMI).
  • You must provide accurate contact and household information so we can evaluate your eligibility.

Staff will review your request and follow up with next steps. Completing the form does not guarantee assistance. This service does not provide financial assistance.
