2030 Phoenix Food Action Plan

The City of Phoenix Office of Environmental Programs (OEP) is developing the 2030 Phoenix Food Action Plan, which will define the next phase of the City’s food systems work. This plan will guide our efforts over the next five years as we work toward achieving the goal of healthy, affordable, and culturally relevant food for all. The planning process began in March 2025 and involved working with Phoenix residents, nonprofits, farmers, and local businesses to co-develop strategies to help people grow, access, and enjoy healthy food. 

We are now seeking public comment on the draft 2030 Phoenix Food Action Plan, which includes new goals and actions based on community-identified priorities like increasing food access, supporting sustainable food production, and reducing food waste. Public comments will be accepted through May 15, 2026.

2030 Food Action Plan – Community Engagement Efforts

The 2030 Phoenix Food Action Plan was co-developed with Phoenix residents and other food system stakeholders through an extensive 10-month community engagement process. During January to October 2025, OEP conducted a series of interactive community workshops, surveys, open houses, tabling events, social media campaigns, and focus groups and interviews with representatives from across the local food system.

In the fall of 2025, the OEP held four free, family-friendly events for Phoenix residents to learn about community food resources and share their ideas on how the City of Phoenix can help its residents to grow, access, and enjoy healthy food. Events featured local food resources, fresh produce, and interactive activities.

  • Saturday, September 20th from 10AM – 12 PM at the Maryvale Community Center, 4420 N 51st Ave, Phoenix, AZ 85031
  • Saturday, October 4th from 2 PM – 4PM at the Deer Valley Community Center, 2001 W Wahalla Ln, Phoenix, AZ 85027
  • Saturday, October 11th from 9AM – 1PM at Spaces of Opportunity (held in partnership with Unlimited Potential’s Sustainability Celebration), 1200 W Vineyard Rd, Phoenix, AZ 85041
  • Saturday, October 25th from 10AM – 12 PM at the Devonshire Community Center, 2802 E Devonshire Ave, Phoenix, AZ 85016

In the spring of 2025, a series of community workshops were held to inform the development of the 2030 Phoenix Food Action Plan. Workshops were held in person across Phoenix, and attendees had the opportunity to share their ideas and priorities related to food access, local food production, and more.

Two community surveys were conducted to collect feedback on existing food access barriers and proposed solutions. Both surveys were available in English and Spanish and could be completed online and in-person, with printed copies distributed through City facilities including libraries, community centers, senior centers. 

Three focus groups with local farmers were conducted in August 2025. The goals of the focus groups were to identify the gaps and opportunities within the current Maricopa County food system, understand farmer experiences with City of Phoenix food system grants and programs, and get feedback on what farmers would like to see prioritized in the next food action plan and made available in the future.

Outreach for the 2030 Food Action Plan was conducted in partnership with the Community CAFÉ (Climate Action, Food, & Energy) initiative, a larger outreach effort to update the City of Phoenix Climate Action Plan. Learn more about the Climate Action Plan Update here

2025 Phoenix Food Action Plan

The 2025 Phoenix Food Action Plan was adopted by city council on March 4, 2020. OEP and many other food system stakeholders collaborated on the implementation of the food action plan. The 2025 Plan contained five goals, each with several strategies and recommended actions.

Cultivating Food Resilience

The Cultivating Food Resilience Documentary highlights the impact of the programs implemented by the Office of Environmental Programs through its Resilient Food Systems Initiative. The documentary celebrates the efforts of the City and its community partners as we’ve worked toward the goal of “’healthy food for all."
