The Ombudsman and Customer Advocacy (OCA) team is available to help you navigate through the development process and make your project a reality. We are here to help you - our customers! We realize that the construction, permitting and development process can seem daunting. Whether you just don’t know where to start or if you’ve already submitted plans and need help with the next steps, we are here to help! We can facilitate communication with the appropriate staff, help you understand review comments and connect you with the right resources. We are dedicated to providing seamless service and effective project assistance.

- Work with customers who have had communication breakdowns in their projects

Our experienced and dedicated staff members are devoted to helping you find answers, get connected and move forward with projects.
Elias Valencia
Elias is the OCA Project Manager and serves as the primary point of contact for adaptive reuse projects, Temporary Indoor Building Use permits, and helps small business owners navigate through plan approvals and permitting. Elias uses his permitting and policy expertise to guide development projects while helping small business owners navigate the construction process.
Gabe Munoz
Gabe is the OCA Chief Engineering Technician and administers adaptive reuse incentives, assists with historical permit research and reviews special event liquor license applications. With more than 15 years of experience with PDD, Gabe applies his experience to support project eligibility and timely processing.
Haydee Amaya
Haydee is the OCA Management Assistant II and works with residents, businesses, elected officials, and City staff to answer questions, connect customers with the right resources, and help guide complex issues toward resolution. With more than 22 years of dedicated service to the City of Phoenix - all within PDD - Haydee brings extensive knowledge of the development process and a passion for helping customers navigate it with confidence.
Jacob Pretzman
Jacob is the OCA Planner III and serves as the PDD liaison for Light Rail capital improvement projects and development adjacent to current and future Light Rail corridors. Jacob is an adaptive reuse expert with a background working with the zoning ordinance, site planning and plan review. He also helps businesses align projects with Transit Oriented Communities policy goals.
Marc Thornton
Marc is the OCA Principal Planner and serves as a liaison between developers, customers, elected officials and City staff to resolve development challenges. With over 24 years of experience serving the City of Phoenix, Marc is an expert in helping constituents move projects of all sizes forward. He finds answers to complex issues and helps customers get the resources they need for successful outcomes.
Marsha Owens
Marsha is the OCA Engineering Technician and supports operations through administrative coordination and application distribution for permit extensions and special event liquor licenses. With more than 28 years of experience, Marsha brings extensive departemental knowledge ensuring consistent and accurate workflow support.
Robert Benavidez
Robert is OCA's Management Assistant II and works with residents, businesses, elected officials, and City staff to answer questions, connect customers with the right resources, and helps guide complex issues toward resolution. With more than 23 years serving the City of Phoenix - including 13 years with PDD - Robert holds multiple ICC Building Code Certifications – IRC, IBC, IECC & ADA - and provides high level assistance to customers.
Travis Tomich
Travis is the team’s Economic Development Program Manager and supervises adaptive reuse project development, special event processes, and permitting concerns. With more than 20 years of experience with the City, he has extensive knowledge of off-site construction methods and codes as well as water and wastewater systems, dry utilities, storm drain, street concrete, paving, grading and drainage, and plats. Travis holds ICC certifications in fire plan review and fire inspections.
