NOTICE: PLANNING & DEVELOPMENT CLOSED
Please note that Planning & Development Department’s Development Center Counters, online portals, and automated phone scheduling will be closed at 12:00 PM on Friday, April 10, 2026. Appointments will be taken up to 11:30 AM.
Additionally, the SHAPE PHX Portal will be unavailable on Friday, April 10, 2026, beginning at 2:00 PM. During this time, users will be unable to make appointments, apply for permits, submit applications, pay fees, schedule inspections, check status and perform other portal functions.
Counters will reopen for regular business hours on Monday, April 13, 2026, and the SHAPE PHX Portal will be available again at 6:00 AM on Monday, April 13, 2026.
The closure and outage are being implemented to deploy the third release of SHAPE PHX. Release 3 is a major customer service enhancement that will incorporate business processes for commercial applications, permits and inspections into SHAPE PHX. Users will have the ability to submit NEW commercial applications through the SHAPE PHX Customer Portal.

Saving time is something everyone can appreciate. The City of Phoenix Planning & Development Department is pleased to offer online appointment scheduling for the Development Center! You can schedule an appointment at your convenience through our online portal. Pick a time that's convenient for you and skip the line!
Important Reminders
- Read the Development Center Appointment Policy.
- Appointments are available up to two weeks from the current date.
- You must arrive within 15 minutes of your scheduled appointment time. Arriving too early may require you to wait until your appointment time. Arriving late may require you to create a new appointment.
- You may update or cancel your appointment in advance via a link in your confirmation email.
- A maximum of three appointments can be scheduled at a time.
- Repeated failure to attend appointments may result in a loss of future scheduling privileges.
- Please note: For appeals of Historic Preservation Certificate of Appropriateness or Certification of Economic Hardship applications, if an appointment time is not available, call the Historic Preservation Office at 602-261-8699. Walk-in delivery of appeal forms will also be accommodated.
Build Your Appointment
- View the services that are available at each counter before making your selection and scheduling your appointment.
- You may be required to visit other counters and secure pre-requisite approvals before submitting your project for review and approval.
- If your project requires a residential permit, make a Residential appointment first, then visit Site Planning.
- When you have completed your scheduled appointment, you may be transferred to another/other counters to continue your development project. (For example, if you apply for a residential permit and then need to make payment, you will be transferred to the Payments & Submittals Counter to continue your process.) Depending on the scope of your project, scheduling multiple appointments may not be necessary.

The Planning & Development Department's Development Center is located on the 2nd floor of Phoenix City Hall - 200 W. Washington Street, 2nd Floor, Phoenix 85003.
Parking:
- There is street parking available on a first-come-first-served basis.
- Garage parking can be validated for 50% off in select garages.
Security:
- You will have to go through security to enter Phoenix City Hall.
- Please give yourself adequate time to go through security and check in before your appointment time.
