General Plan 2025
A General Plan provides the vision and policies that determine how a city will grow and develop. The Phoenix General Plan is the long-range guide for the City and addresses issues such as energy, housing, neighborhoods, public facilities, natural resources, transportation and land use.
Arizona State Statutes require that this plan be updated and/or readopted every ten years by a public vote. The Phoenix City Council adopted an updated General Plan on April 3, 2024 and referred the General Plan to the November 2024 ballot. Phoenix residents approved the updated General Plan with almost 80% of the votes in support. Please see the links below to review the 2025 Phoenix General Plan.
