In partnership with the City of Phoenix Office of Accountability and Transparency, the Phoenix Police Department is committed to conducting comprehensive internal affairs investigations to preserve the integrity of the Department, foster community trust, and ensure accountability at all levels.
Compliments and complaints about the Phoenix Police Department may be submitted by visiting the City of Phoenix Police Compliments and Complaints Online Portal; by calling the City of Phoenix Police Compliments and Complaints Hotline; or through the City of Phoenix Office of Accountability and Transparency.
The Department encourages community members to submit compliments that acknowledge when Phoenix Police employees provide excellent service to our community – service that often goes unrecognized. Compliments received by the Department are forwarded to the affected employee’s chain of command for appropriate recognition. Compliments may be submitted through the Online Portal, the Hotline, or the Office of Accountability & Transparency.
If you are not satisfied with the level of service or professionalism you received during an interaction with a Phoenix Police employee, or if you are not satisfied with Phoenix Police Department operations or services, you can file a complaint through the Online Portal, the Hotline, or the Office of Accountability and Transparency. Urgent complaints about potential criminal conduct or serious misconduct by a Police employee should be filed using the Hotline.
Whenever a complaint about the Police Department is received by the City, it will be investigated by an internal affairs investigator from the Police Department’s Professional Standards Bureau (PSB).

OAT is an independent City department that provides community members with a way to freely communicate Complaints and Compliments about Phoenix Police employees without fear of retaliation. OAT accepts Complaints and Compliments by phone, e-mail, or in-person.
State law (Arizona Revised Statute 38-1120) requires that before the City of Phoenix can accept a Complaint made against a police officer, it must provide the person making the Complaint with the following notice:
“Pursuant to section 13-2907.01, Arizona Revised Statutes, it is a class 1 misdemeanor to knowingly make to a law enforcement agency a false, fraudulent, or unfounded report or statement or to knowingly misrepresent a fact for the purpose of interfering with the orderly operation of a law enforcement agency or misleading a peace officer.”
The Phoenix City Council created the Office of Accountability and Transparency (OAT) in 2021 to ensure independent civilian oversight of the Police Department’s internal investigations. The Professional Standards Bureau (PSB) is responsible for conducting administrative investigations of officer conduct. When OAT receives a complaint, it refers the matter to PSB for investigation. When the Police Department receives a complaint directly, PSB notifies OAT and provides case information and updates to support OAT's oversight role.
The Phoenix Police Department only accepts complaints and compliments regarding Phoenix Police employees, or the Phoenix Police Department itself. The Department does not investigate complaints about any other law enforcement agency, or employees from any other City of Phoenix Department (such as the Street Transportation Department or Neighborhood Services Department). Complaints about other law enforcement agencies, such as the Arizona Department of Public Safety, the Maricopa County Sheriff’s Office, or federal law enforcement, should be directed to the affected agency. Complaints about other City of Phoenix Departments should be directed to those individual Departments.
The Phoenix Police Department conducts comprehensive and fair internal investigations on all complaints it receives. However, if you are not satisfied with the investigative findings regarding your complaint, you may contact any of the following City of Phoenix offices:
