Project Goals​​​​​​

The purpose of this project is for the City of Phoenix Street Transportation Department to improve safety and infrastructure for residents walking and biking on Colter Street, between 15th Avenue and 20th Street. 

Camelback Road, Missouri Avenue, and Bethany Home Road,  have extensive business, commercial and office park activity with more turning movements. Most car-bike or car-pedestrian injuries occur when drivers are turning.

City staff is designing and implementing plans in a multi-phase process, which will help identify safer walking and biking access to destinations, such as churches, parks, retails store and restaurants. 

Since 2020, the planning and pre-design p​hase for this project was intitiated, and completed in 2021.  There are now two phases along Colter Street, from 15th Avenue to 7th Street, and 7th Street to 20th Street. 

Funding has been identified to complete the design process for both phases as part of one combined project. Colter Street is considered a collector street and there is no plan as part of this project to cl​ose any portion of the street off to vehicle traffic.

Conceptual Renderings​

​​The graphics for this project were developed in the planning/pre-design phase. These have since been refined in the presentation from December 5, 2023. Listed below are conceptual ideas of what improvements might be possible to make this area safer and more comfortable for all roadway users, especially people walking or riding bicycles. As segments I and II enter the design phase, additional public meetings will be held to allow community members to provide input to the design process.
